It expresses the goal to further develop, accelerate, deploy, validate and demonstrate a self-sustainable EU-wide B2G Public Procurement of Innovation (PPI) brokerage service ecosystem-based business model and platform (Innobroker) for mobilizing and bringing together early adopter public buyers and leading-edge EU SMEs and start-ups as well as to pave the way for the implementation of an effective, collaborative/coordinated set of transnational SMEs/start-up-oriented PPI bids through a Public-Private Partnership PPI Facilitator Business Model (P5 Innovation Procurement broker).

Pre-Commercial Procurement (PCP): the public buyer describes their need, and procure businesses and researchers to develop innovative products, services, or processes to meet the need.

Public Procurement of Innovation (PPI): instead of buying 'off-the-shelf' solutions, the public buyer acts as an early adopter or launch customer of innovative solutions new to the market.

The P5 Innobroker project stems from two different albeit complementary strategic main drivers. The first is the conclusions and recommendation of the previous Innobroker 1 project. The aim is to merge the InnoBroker 1 learnings with those of other ongoing initiatives (national, European, international) with the goal of expanding the empirical evidence (opportunities and barriers, the dos and don’ts, catalogue of good practice cases) and preparing for replication. In this case the P5 Innobroker project consortium provides previous experience and know-how from a wide range number of innovation facilitators and stakeholders all of them in close contacts with public buyers and first-hand feedback both from their needs and of their IP related detected difficulties and opportunities in the domain of the COSME topic: healthcare, environmental sustainability and energy efficiency, mobility and transport and digital transformation and modernization of public services. Part of this significant know-how stems from previous collaborative projects undertaken by the consortium e.g. the INTERREG MED FinMED project, that aims at fostering economic growth and development, while ensuring that natural assets continue to provide the resources and environmental services on which prosperity relies, by promoting the financing of innovation in green growth sectors through improved delivery of policies and strategies and the introduction of innovative cluster support and innovative services.

The second main driver is the IPB pilot operation where under specific and diverse profile conditions according to the legal nature thereof (public sector IPB, public-private-partnership IPB, private IPB), combined with specific funding mode and/or mandates defines differentiated customer relationships, regional embeddedness, and thematic and activity range.

The third driver is the need for continuing the "proof of concept" of the IPB business model in other countries/regions (adaptive replication) with the aim of deepening the understanding of brokerage under specific conditions and of using the corresponding learnings for a possible update of the Innovation Procurement Broker (IPB) business model (BM).

Finally, networking is a key asset both at regional as well as at European level in order to facilitate access to both key public/private stakeholders / gatekeepers and market supply data and solutions. The P5 Innobroker consortium is fully aware of the appropriateness of a step-by step establishment of a European IPB association and network-of-networks (as proposed by the Innobroker 1 Project) as a stable forum for mutual learning and best practices and experiences exchange.
